Requirements

Further reduce fixture and fitting water use from the calculated baseline in WE Prerequisite Indoor Water Use Reduction. Additional potable water savings can be earned above the prerequisite level using alternative water sources. Include fixtures and fittings necessary to meet the needs of the occupants. Some of these fittings and fixtures may be outside the tenant space (for Commercial Interiors) or project boundary (for New Construction). Points are awarded according to Table 1.

For nonresidential buildings, mixed-use buildings, and multifamily residential buildings four stories or more:

Indoor water usage in new buildings and buildings undergoing major renovations as part of the project must be an average 20% less than in baseline buildings. The baseline usage is based on the requirements of the United States Energy Policy Act of 1992 and subsequent rulings by the Department of Energy, the requirements of the United States Energy Policy Act of 2005, and the fixture performance standards in the 2006 editions of the Uniform Plumbing Code or International Plumbing Code as to fixture performance. Calculations are based on estimated occupant usage and include only the following fixtures and fixture fittings (as applicable to the project scope): water closets (toilets), urinals, lavatory faucets, showers, kitchen sink faucets, and prerinse spray valves.

The water efficiency threshold is calculated as a weighted average of water usage for the buildings constructed as part of the project based on their conditioned area. Projects may also follow the LEED for Multiple Buildings and On-Campus Building Application Guide alternative calculation methodology to show compliance with this prerequisite.

4 Residential shower compartment (stall) in dwelling units: The total allowable flow rate from all flowing showerheads at any given time, including rain systems, waterfalls, bodysprays, bodyspas, and jets, shall be limited to the allowable showerhead flow rate as specified above (2.5-gpm or  9.5 lpm ) per shower compartment, where the floor area of the shower compartment is less than 2,500 sq.in. (1,600,000 sq. mm). For each increment of 2,500 sq.in. (1,600,000 sq. mm). of floor area thereafter or part thereof, an additional showerhead with total allowable flow rate from all flowing devices equal to or less than the allowable flow rate as specified above shall be allowed. Exception: Showers that emit recirculated non-potable water originating from within the shower compartment while operating are allowed to exceed the maximum as long as the total potable water flow does not exceed the flow rate as specified above.

The following fixtures, fittings, and appliances are outside the scope of the water use reduction calculation:

  2. Commercial dishwashers.
  3. Automatic commercial ice makers.

  6. Standard and compact residential dishwashers.

For new single-family residential buildings and new multiunit residential buildings three stories or fewer, 90% of buildings must use a combination of fixtures that would earn 3 points under LEED for Homes 2008 WE Credit 3, Indoor Water Use.

Employ strategies that in aggregate use less water than the water use baseline calculated for commercial equipment performance requirements as listed in the following table. Base the calculations on estimated occupant usage. Include only the following fixtures (as applicable): clothes washers, dishwashers, ice machines, food steamers, and combination ovens.

Exemptions from calculations:

  • Appliances and equipment that use water for human consumption may be excluded. Examples: bread misters, produce misters, soda machines, coffee-making machines, and fixtures used to fill sinks for washing produce.
  • Equipment, appliances, fixtures, and fittings that are not covered by the Energy Policy Act of 1992 (EPAct 1992), do not contribute toward the retail process, and are not commercially rated may be excluded. Example: a residential dishwasher in an employee break room.
  • Fixtures whose flow rates are regulated by health codes may be excluded. Example: fixtures used for filling dishwashing sinks in which water must be maintained at a certain temperature.

Europe ACP: Water Use Baseline

Projects in Europe may use the values defined by European Standards.

Reduce potable water use of indoor plumbing fixtures and fittings to a level equal to or below the LEED 2009 for Existing Buildings: Operations & Maintenance baseline, calculated assuming 100% of the building’s indoor plumbing fixtures and fittings meet the plumbing code requirements as stated in the 2006 editions of the Uniform Plumbing Code (UPC) or International Plumbing Code (IPC) pertaining to fixture and fitting performance [Europe ACP: UPC-IPC Equivalent] [India ACP: UPC-IPC Equivalent]. Fixtures and fittings included in the calculations for this credit are water closets, urinals, showerheads, faucets, faucet replacement aerators and metering faucets.

The LEED 2009 for Existing Buildings: Operations & Maintenance water use baseline is set depending on the year of substantial completion of the building’s indoor plumbing system. Substantial completion is defined as either initial building construction or the last plumbing renovation of all or part of the building that included 100% retrofit of all plumbing fixtures and fittings as part of the renovation. Set the baseline as follows:

  • For a plumbing system substantially completed in 1994 or later throughout the building, the baseline is 120% of the water use that would result if all fixtures met the codes cited above.
  • For a plumbing system substantially completed before 1994 throughout the building, the baseline is 160% of the water use that would result if all fixtures met the codes cited above.

If indoor plumbing systems were substantially completed at different times (because the plumbing renovations occurred at different times in different parts of the building), Set a whole-building average baseline by prorating between the above limits. Prorate based on the proportion of plumbing fixtures installed during the plumbing renovations in each date period, as explained in the LEED Reference Guide for Green Building Operations & Maintenance, 2009 Edition. Pre-1994 buildings that have had only minor fixture retrofits (e.g., aerators, showerheads, flushing valves) but no plumbing renovations in or after 1994 may use the 160% baseline for the whole building.

Demonstrate fixture and fitting performance through calculations to compare the water use of the as installed fixtures and fittings with the use of UPC- or IPC-compliant fixtures and fittings, or alternatives for Europe and India as explained in the LEED Reference Guide for Green Building Operations & Maintenance, 2009 Edition [Europe ACP: UPC-IPC Equivalent].

Develop and implement a policy requiring economic assessment of conversion to high-performance plumbing fixtures and fittings as part of any future indoor plumbing renovation. The assessment must account for potential water supply and disposal cost savings and maintenance cost savings [Europe ACP: UPC-IPC Equivalent].

  • Appliances and equipment for which water is used toward human consumption may be excluded. For example, bread misters, soda machines, coffee making machines, misters for produce and fixtures used to fill sinks for washing produce.
  • Fixtures whose flow rates are regulated by health codes may be excluded from the calculation. For example, regulated medical equipment is excluded. See WE Prerequisite 2 for requirements applicable to heat rejecting medical equipment.

For applicable equipment not addressed in Tables 1 or 2, additional equipment performance baseline requirements may be proposed, provided that documentation supporting the proposed benchmark or industry standard is provided.

Reduce potable water usage of indoor plumbing fixtures and fittings to a level equal to or below the LEED for Existing Buildings: O&M baseline, calculated assuming 100% of the building’s indoor plumbing fixtures and fittings meet the Uniform Plumbing Codes (UPC) 2006 or International Plumbing Codes (IPC) 2006 fixture and fitting performance requirements. Fixtures and fittings included in the calculations for this credit are water closets, urinals, showerheads, faucets, faucet replacement aerators and metering faucets.

The LEED for Existing Buildings: O&M baseline water usage is set depending on the year of substantial completion of the building’s indoor plumbing system. Substantial completion is defined as either initial building construction or the last plumbing renovation of all or part of the building that included 100% retrofit of all plumbing fixtures and fittings as part of the renovation. Set the baseline as follows:

  • For a plumbing system substantially completed in 1994 or later throughout the building, the baseline is 120% of the water usage that would result if all fixtures met the codes cited above.
  • For a plumbing system substantially completed before 1994 throughout the building, the baseline is 160% of the water usage that would result if all fixtures met the codes cited above.

If indoor plumbing systems were substantially completed at different times for different parts of the building because the plumbing renovations occurred at different times, set a whole-building average baseline by prorating between the above limits. Prorate based on the proportion of plumbing fixtures installed during the plumbing renovations in each date period, as explained in the LEED for Existing Buildings: Operations & Maintenance Reference Guide. Pre-1994 buildings that have had only minor fixture retrofits (aerators, showerheads, flushing valves) but no plumbing renovations after 1993 may use the 160% baseline for the whole building.

Demonstrate fixture and fitting performance through calculations to compare the water use of the as-installed fixtures and fittings with the use of UPC- or IPC-compliant fixtures and fittings, as explained in the LEED for Existing Buildings: Operations & Maintenance Reference Guide.

Develop and implement a policy requiring economic assessment of conversion to high-performance plumbing fixtures and fittings as part of any future indoor plumbing renovation. The assessment must account for potential water supply and disposal cost savings and maintenance cost savings.

Potable water is defined as water that is suitable for drinking and is supplied from wells or municipal water systems.

During the performance period, have in place strategies and systems that in aggregate produce a reduction in indoor plumbing fixture and fitting potable water use from the calculated LEED for Existing Buildings: O&M baseline established in WE Prerequisite 1.

      For nonresidential buildings, mixed-use buildings, and multifamily residential buildings four stories or more:

      Indoor water usage in new buildings and buildings undergoing major renovations as part of the project must be an average 40% less than in baseline buildings. The baseline usage is based on the requirements of the United States Energy Policy Act of 1992 and subsequent rulings by the Department of Energy, the requirements of the Energy Policy Act of 2005, and the fixture performance standards in the 2006 editions of the Uniform Plumbing Code or International Plumbing Code as to fixture performance. Calculations are based on estimated occupant usage and include only the following fixtures and fixture fittings (as applicable to the project scope): water closets (toilets), urinals, lavatory faucets, showers, kitchen sink faucets, and prerinse spray valves.

      The water efficiency threshold is calculated as a weighted average of water usage for the buildings constructed as part of the project based on their conditioned area. Projects may also follow the LEED for Multiple Buildings and On-Campus Building Application Guide alternative calculation methodology to show compliance with this credit.

      • For a building with a certificate of occupancy dated before 1995, the baseline is 150% of the water use that would result if all fixtures met the code requirements in Table 1.

Pre-1995 buildings that have had only minor fixture retrofits (e.g., aerators, showerheads, flushing valves) but no plumbing renovations in or after 1995 may use the 150% baseline for the whole building.

      Calculate fixture and fitting performance to compare the water use of the as-installed fixtures and fittings with the use of Uniform Plumbing Code or International Plumbing Code-compliant (baseline) fixtures and fittings.

      Inspect all existing fittings or fixtures to ensure they are operating properly. Make any repairs needed to bring all fixtures into good working order or permanently turn off water supply to nonfunctional units.

      Implement a fixture and fitting replacement and retrofit policy specifying that all newly installed toilets, urinals, private lavatory faucets, and showerheads that are eligible for labeling be WaterSense labeled (or a local equivalent for projects outside the U.S.).

      Performance

      For building water use, confirm that calculations are up to date. Demonstrate that all applicable purchases made during the performance period meet the requirements of the fixture and fitting replacement and retrofit policy.

      Projects in Europe may use the values defined by European Standards.

      Employ strategies that in aggregate use 20% less water than the water use baseline calculated for the building (not including irrigation).

      Calculate the baseline according to the commercial and/or residential baselines outlined below15. Calculations are based on estimated occupant usage and must include only the following fixtures and fixture fittings (as applicable to the project scope): water closets, urinals, lavatory faucets, showers, kitchen sink faucets and prerinse spray valves.
