In line with Dubai Strategic Plan 2015 as laid out by His Highness Sheikh Mohammed bin Rashid Al Makhtoum, UAE Vice President and Prime Minister and Ruler of Dubai, Environment Health and Safety (EHS) and Pacific Control Systems LLC (PCS) have entered into an understanding to establish jointly the "Middle East Centre for Sustainable Development (MECSD)". The Middle East Centre for Sustainable Development was established in 2007 and is headquartered in Dubai within the Pacific Control Systems Platinum rated green building in Techno Park, the first in the Middle East and the 16th Platinum rated building in the world.

MECSD is here to promote innovations, enabling sustainable development in the
Middle East and to the world. The world is challenged by a changing climate,
biodiversity loss, abject poverty and environmental degradation. The MECSD
aims at promoting change towards sustainable development as a policy
certification and research institution. Dedicated to effective communication
of its findings, it will engage decision makers in the government, business,
NGO’s and other sectors in the development and implementation of policies
that are simultaneously beneficial to the global economy, the global
environment and the social well-being in the Middle East.
The Centre will enable guidelines, technical support and Green Certification
within the reach of all interested parties that wish to progress on
sustainable development projects in the region.
The centre will address:
• Standardization and integration of Green Building requirements within
Dubai World
• Establishing Local “Energy Efficiency” Certification Norms &
• Enable roll-out of GREEN BUILDINGS or Energy efficient buildings
• Improve Resource Conservation Awareness within stakeholders through
frequent interactions
It takes a new approach, new tools, new relationships and a new mind set to
stay on the leading edge and this is the aim of Middle East Centre for
Sustainable Development (MECSD).
