Mr. Williams is presently working full time for the Architect of the Capitol in Washington DC. He participates in oversight of the Whole Building Commissioning Process with a variety of stakeholders. Work includes drafting scope of work for many phases of the commissioning life cycle; whole building commissioning for new projects, system retro-commissioning, and ongoing commissioning with data analytics. Work with commissioning teams includes design reviews, development of the Owners Project Requirements (OPR), enhancing the commissioning plans and specifications (including pre-functional test sheets and performance verification forms). During construction he provides advice and guidance to the commissioning team, reviews submittals, start-up reports, TAB reports, and seasonal trend reports. He is familiar with temperature controls design and issues related to integrating equipment controls to the main BAS system. He has experience planning, directing, and allocating resources to accomplish the project within a specific time frame. He documents the commissioning teams efforts with status reports and keeps the commissioning issues log for projects while they are being designed and then again while under construction. Resolution of some issues may require a modification to the contract. This overall commissioning process integrates and enhances the traditionally separate functions of design peer review, equipment start-up, control system calibration, testing, adjusting and balancing, equipment documentation and facility staff training while adding the activities of documented functional testing and verification. He has worked in a variety of commissioning capacities including; retro-commissioning, LEED commissioning, and controls performance verification.
Mr. Williams’ has more than twenty-five years total experience. Experience includes project management oversight, federal construction management, and a dozen years of engineering design experience (which includes not only the traditional plan and spec HVAC and plumbing mechanical design of schools, offices, hospitals, jails and laboratories, but also four years of team construct design work with a design build contractor). His experience on projects throughout the United States has exposed him to multiple building codes, climates and system designs. He has experience performing life cycle cost analysis for energy consuming building systems. This wide range of experience in the Construction industry working for Engineering Firms; BRINJAC, GRG/Vanderweil, Wayne Hanson & Associates, a Mechanical Contractor (LIMBACH Mechanical), an AE Firm (DLR Group), and Construction Management (Hill International) allows him – as a commissioning agent - to empathize and collaborate well with other members of the design team, construction team and also owners reps.
