This project is seeking compliance with this credit under special circumstances as the project does not meet the specific requirements of the credit but addresses the intent. This facility is a multi-use lodge and conference area that is designed to services primarily conference groups. The site is in a unique natural setting that borders a national park in Colorado. The site is a YMCA that was originally developed in 1910 and is utilizing existing infastructure and previously developed area. The site is popular with conference groups from across the county and hosts groups with attendees from around the world. While the impacts of this practice can be sizable the facility encourages all attendees to utilize shuttle services and conference planning costs often include transportation to and from the site.\n\nThis unique location does not lend itself to typical public transportation infrastructure as most attendees visit the site in large groups, however daily shuttles do service the site on a regular schedule during the season (the facility receives approximately 90% of its annual visitor count during the "season" which runs from memorial day to labor day) however this would only count as one bus line out of the required two.\n\nTo supplement this service the project proposes to take credit for the common practice of busing conference groups to and from the site. This serves as a convenience to conference attendees as well as limits the impact of large groups on the conference site. We request that this practice of busing conference attendees to the site supplement the existing bus service and count as compliance with the requirements of the credit considering the special circumstances of the project. As documentation we propose to provide a letter from the facility management detailing this process.
