SS 1.1 (a) requires the stockpiling and protection of topsoil. In mass graded subdivisions, builders are frequently building on lots brought to rough grade by a developer who is not the builder. The soil used to achieve rough grade is not topsoil. If there is no topsoil on the site and the original developer did not stockpile the topsoil for reuse, how is this prerequisite to be met?
