Inquiry
Our project is the new construction of a 4,200 SF community center located on a military base. The community center will serve residents and property management staff of the surrounding military housing neighborhoods. The community center is expected to be occupied 365 days per year, by staff (standard business hours) and/or residents (anytime between 8am and 12 midnight). Because there is no minimum local zoning requirement for parking on this military base, we are following the approach outlined in SSc4.4 CIR ruling dated 4/28/03 (use ITE\'s parking generation study and provide 25% less parking than recommended by the ITE study) to size the surface parking lot. An issue we have at this site is that it is located at the trailhead of an existing trail -- the trail is not part of our project site. The trail is a nationally registered historic trail leading to colonial ruins that are located on the base. Because our project is displacing the existing 6 parking spaces that serve this trail, the U.S. Army requires that we provide 6 parking spaces to accommodate users of the trail in our project\'s new parking lot. As such, we calculated the following: -- ITE study recommendation for 4,200 SF community center = 16 parking spaces -- 25% of ITE study recommendation = 4 parking spaces Therefore, -- Parking spaces to be provided for community center = 12 spaces -- Parking spaces to be provided for trailhead = 6 spaces -- Total parking spaces to be provided = 18 spaces -- Parking spaces dedicated for carpooling/vanpooling = 5% X Total parking spaces to be provided = 1 space We intend to locate the 6 parking spaces for the trailhead as close to the trailhead as possible. We will install signs for each of the trailhead parking spaces that says the parking space are for trail users only, between dawn and dusk. And with our submittal for this credit, we will include a letter from the Army specifically stating the requirement for 6 spaces for the trailhead. Does this approach satisfy the credit intent of SSc4.4?
