EA Credit 5.1 - Measurement and Verification (Base Building) requires that the team indicate if Option B or D of the IPMVP guideline is being used as part of creating a M & V plan for the base building. Due to the ambiguity of knowing if/when all the tenant space in the building will actually be occupied we anticipate using Option D (Whole Building Calibrated Simulation, Savings Estimation). We are questioning what should technically be modeled at this time, as the building is a core and shell building and there are no tenants. There seem to be two options.  Option 1: Assume internal loads for future tenants (watts/sf, sf/person, etc.), or  Option 2: Model only base building rooms (corridors, lobbies, base building conference room and break room).
