Inquiry

This project is located on a multi-building medical campus in Illinois. Typical of a campus, it is composed of numerous existing buildings, parking structures, surface lots and circulation streets. The campus is proposing to build, as separately bid projects, a new inpatient building, some additions to existing buildings, and a new multi-level parking structure. Our intent is to pursue LEED Certification for the new inpatient building, a new multi-level parking structure and new portions of site work on the campus, but not the additions to existing buildings. The new medical building will be primarily served by 3 parking lots. A new surface lot and an existing multi-level parking structure will be used primarily by patients and visitors. A new multi-level parking structure is being provided which will be used primarily by hospital staff. All three lots are located adjacent to the primary entries used by the respective user groups. (Additionally, all are within 1/4 mile of most building entries - a threshold established in responses to previous CIR\'s, such as one dated 2/2/07.) Staff for the new building, parking in the new multi-level parking structure, will access the new inpatient medical building via a skywalk and entry pavilion and through a short portion of an existing medical building adjacent to the new building (all travel is indoor). It is important to note that the skywalk and entry pavilion are new additions to the existing building, and not a part of the new inpatient building. We propose to pursue SS cr4.3 via option #2. Option #2 simply states 5% of the total parking on the site. However, since the existing and proposed new parking serve many buildings and user groups on campus, a question is raised as to how to determine the parking numbers for the new medical building for which LEED certification is being pursued. Therefore, we propose the following method to establish this number. Determine the Full Time Equivalent (FTE) of the new building (staff, patients and visitors based on maximum occupied shift) in a manner similar to 4.3 option #1, and provide reserved spaces for 5% of that number, distributed proportionally amongst the 3 primary lots for the 3 user groups. Will this method satisfy the intent of SS cr4.3? It must be noted that the existing multi-level parking structure mentioned above, in which we will be locating some of the parking stalls for SS cr4.3, will not be within the LEED Project Boundary (LPB). We feel that this will be acceptable based on a previous CIR response (dated 2/2/07). Please confirm. Also, as mentioned above, the skywalk and entry pavilion are additions to an existing building, for which we are not pursuing LEED certification. Hospital staff accesses the new inpatient medical building (included in the LPB) by traveling from the new multi-level parking structure (included in the LPB) through the skywalk addition, entry pavilion and existing hospital. Again, travel is all indoor and within the 1/4 mile threshold established in the previous CIR. However, as the skywalk and pavilion are additions to the existing building, we do not want to include the skywalk and entry pavilion in the LPB. Is this acceptable, or must they be included in the LPB?
