Inquiry

This project is located on a multi-building medical campus in Illinois. Typical of a campus, it is composed of numerous existing buildings, parking structures, surface lots and circulation streets. The campus is proposing to build, as separately bid projects, a new inpatient building, some additions to existing buildings, and a new multi-level parking structure. Our intent is to pursue LEED Certification for the new inpatient building, a new multi-level parking structure and new portions of site work on the campus, but not the additions to existing buildings. This first raises a question of the LEED Project Boundary (LPB). The paragraph above describes the large campus and distributed parking. Most of the campus will not be included in the LPB. (It should be noted that we do intend to use parking in an existing multi-level parking structure outside of the LPB to satisfy requirements for SS cr4.3 - this is being addressed in a separate CIR.) If we limit the scope SS cr4.4 to the areas inside of our LPB, we will still satisfy the requirements of SS cr4.4, Option #4, as we will propose below. For consistency from credit to credit, we propose to only include parking inside of our LPB to satisfy this credit. However, if necessary, we can include parking lots on campus, but outside of our LPB, and still satisfy this credit. Please advise. As for the parking counts, we propose to pursue this credit via option #4 - No New Parking, but we wish to clarify the intent of this option. To make way for the new inpatient medical building being constructed, a large parking structure is being demolished, along with a number or existing surface lots. To partially replace these, a new multi-level parking structure is being constructed, and some surface lots are being remodeled. The net result will be no additional parking (and likely a reduction) both within our LPB and on the campus as a whole to the existing parking counts. We propose that if documentation showing the net change in parking is 0 or less (current plans show an overall campus decrease of 273 stalls or 9%), this would satisfy the requirements and intent of SS cr4.4 Option #4. Please confirm.
