In areas where the law requires an average illumination of 50 footcandles or more (such as the State of Virginia), it is not feasible for project teams to design and implement a lighting scheme that will achieve an average of exactly 50 footcandles in order to satisfy both the law and the LEED standard (which requires an average of 35-50 footcandles).
