Inquiry

We are in the process of construction an institutional building to be certified under LEED 2.1. The building is 2 levels: the main level functions as a food prep/lab/storage area. There are 16 occupants on this level. The lower level of this building is being fit out for use as a "summer camp" space and storage/mechanical space.\nThe occupants of the lower level include 2 camp directors who remain in the building at all times. The camps are arranged in groups of 20 kids with 2 counselors. Children will use the space part time as a place for eating, storytelling, puppets etc, although all of these functions will also occur outdoors, depending on the day\'s schedule. This is primarily an outdoor camp experience: on a typical day, the campers spend one hour indoors. If it rains, they might spend more time indoors.\nBuild out for the campers is minimal, consisting mainly of toilet rooms and one large gathering space. The space has been designed such that if the camp moves, the space could easily become offices.\nDue to the transient nature of this lower level space, how would occupancy be calculated for this building?
