Inquiry

The USGBC states that a "low flow" water closet fixture uses 1.1GPF, while the EPA states that a "high efficiency" water closet uses 1.2GPF. It is my understanding that most of the flush valve industry seems to think that 1.1GPF will not remove all solid waste from a water closet and therefore most manufacturers push the dual flush valve, instead of the 1.1 or 1.2GPF valves. The dual flush valve for a water closet allows the user two options. If you push the handle up you have a 1.1GPF, if you push the handle down you have a 1.6GPF. Although the dual flush valve allows for water savings, it does not force the user to flush at 1.1GPF after every use. Do dual flush valves meet the requirements set forth by the USGBC for low flow fixtures, if not can the template be adjusted to show low flow water closets at 1.2GPF instead of 1.1GPF? It is my thought at 1.2GPF ("high efficiency water closet") we can still reduce the water usage by 20% when compared to the baseline case.
