ASHRAE 90.1 section 11.3.10.2 provides three alternative methods for proposed measures that cannot be modeled in the selected simulation tool. Use of these three options requires approval of the "authority having jurisdiction." No credit for energy cost savings can be taken for such items and they must be modeled the same in the proposed and budget models. Will the Council approve alternative calculation methods and inclusion of energy cost savings to the Design Energy Cost, for specific measures prior to submittal of the final LEEDTM Application?
