Inquiry

This interpretation request deals with commissioning, and thus both EA-P1 and EA-3. The VITP is committed to meeting all requirements of both of the credits regarding commissioning. The importance of this kind of review and procedure is well-understood by the design team, and in fact, many commissioning elements required by LEED are standard practice in the province. The outstanding issue, however, is timing. We are aiming to certify the base building in the next several months. Lease-up is expected to take up to 5 years and because we want to use the LEED green building certification as part of our environmental stewardship plan, and as part of our marketing materials, we want to certify the building as soon as possible. We have dealt with the aspects of commissioning that are done before and during construction including: - Collection and review of design intent and basis of design documentation. - Conducted a focused review of the design prior to the construction documents phase. - Conducted a focused review of the construction documents when close to completion. We are asking for an interpretation to deal with the remaining submittal requirements. We are currently revising our specifications in order to fully meet these requirements, and will have specifications and contracts in place by the time of application for inclusion. This will ensure that all of the other commissioning requirements are dealt with over a detailed timeline, also specified in the contract. The elements of the commissioning credits that require interpretation and flexibility on your part are: EA-P1 - Development and utilization of a commissioning plan that highlights the six fundamental commissioning procedures mentioned in the credit. - Verification of installation, functional performance, training and documentation. - Completion of a commissioning report. EA-3 - Conduction of a selective review of contractor submittals of commissioned equipment. - Development of a re-commissioning manual.
