is it acceptable for the Contractor to hire the commissioning agent as both the Test Engineer and Commissioning Agent? The owner is interested in a streamlined effort but is concerned that this will not be allowed for LEED Energy & Atmosphere Credit 3 - Additional Commissioning. Please advise
