Our consulting firm is providing Fundamental Commissioning services as the Commissioning Authority (CxA) on several projects for a civic client (City of Los Angeles). The Client has its own Construction Administration Department (Con Ad) that will have a representative on site every day throughout construction. This individual\'s role is typically to inspect the quality and progress of work in relation to the contract documents and schedule of values in order to facilitate approval of payment applications. It is proposed by the City that their Con Ad representative perform all construction phase inspections and test witnessing duties for Commissioning. This would include observation and documentation of commissioned features and systems, including installation, start-up and checkout (pre-functional testing) and functional testing. The Con Ad representative would also be responsible for the O&M Manual and Training review. Under this scenario, the Commissioning Authority (CxA), would provide all design phase commissioning services as required by LEED under Energy and Atmosphere Prerequisite 1. The CxA would also write the checklists for installation and functional performance verification to be used by the Con Ad representative during the construction phase. The CxA would develop and coordinate the Commissioning Plan during design and write the final commissioning report. The CxA would not be on site during the construction phase, relying entirely on reports from the client\'\'s representative (Con Ad inspector) in order to complete the commissioning report.
