Inquiry

we are developing a project in a semi-abandoned industrial brownfield area near the downtown core of the city. the principal tenant of the building, oregon health sciences university, was considering expanding their campus in a rural outlying area, but instead chose to develop an entire new urban campus on this site. the new campus will be the anchor of a 38-block redevelopment that will have some of the highest density in the state, including high-rise residential, office/commercial, hospitality, and insitutional/educational. our project is the first building of the new campus. the owner and development team are party to the larger redevelopment program, and are legally bound through a contractual obligation with the city to create density on the surrounding sites that will vastly exceed the credit requirement. we propose that by documenting the legal obligation of the developer to create density that greatly exceeds the credit requirement, and by documenting the plans for that density, the intent of the credit is met, even though the neighboring buildings will not be complete when our project is completed.
