A third-party commissioning authority was engaged - During the construction of the building, the owners contracted with William Miller, an independent third-party commissioning agent, who completed a commissioning plan and report. Design intent and basis of design documentation were developed - Janice Peterson, P.E. - Portland General Electric\'s mechanical engineer with the Earth Smart program, Mike Hatten , P.E. with Hatten/Johnson Associates, and Kip Pheil - of the Oregon Office of Energy, conducted thorough third party commissioning-related reviews and provided recommendations for the project during its design. The commissioning requirements were included in the construction documents - While not specifically identified as commissioning components in the construction documents, commissioning elements can be highlighted during the documentation process. Develop and utilize a commissioning plan - During the construction of the building, the owners contracted with William Miller, an independent third-party commissioning agent, who completed a commissioning plan and report. Verify installation, functional performance, training and documentation - The commissioning report provides verification of the installation and functional performance of commissioned building systems. The owner is also currently working with the contractor to verify that all of the systems are working in accordance with the performance criteria and design intent.
