Arthur Frazier

Art Frazier is the Director of Spelman College’s Facilities Management & Services Department. He has led an organizational transformation that commenced with a new vision and mission and a change in leadership style and philosophy. In addition to his primary responsibility of operating a 39 acre campus and managing a staff of over 60 employees, Art is responsible for all of Spelman’s non-curricular sustainability initiatives and serves as Co-Chair of the Sustainable Spelman Committee. Art also serves as the Chairman of the Board of Directors of the University Community Development Corporation.
Under Art’s leadership Spelman has been recognized as the leading Historically Black College for facilities management and sustainability. Spelman is the only HBCU to receive an APPA Sustainability Award and has been listed in Sierra Cool Schools and the Princeton Review’s Green Guide to Colleges.
Prior to joining Spelman College, Art was a senior program manager with Clement & Wynn Program Managers, and worked in the architecture field for more than 25 years. While at architecture firms Cooper Carry & Associates and Lord, Aeck & Sargent, he worked as project architect on numerous award- winning commercial and institutional projects including Underground Atlanta and the Aaron Diamond AIDS Research Center in New York City.
While at H. J. Russell he served as the deputy director of Facilities Construction Program Management of the Fulton County Capital Improvements Program. He also was a capital program manager & interim director of Emory University’s Department of Project Management & Construction where he provided overall management and strategic planning for all new construction, renovation projects and utility services. Projects ranged from small renovations to multimillion-dollar capital construction for various campus programs, including health sciences, campus life and various professional schools.
Art has a Bachelor’s degree in the design of the environment and a Master’s in architecture -- both from the University of Pennsylvania and is a registered architect. Art is the Immediate Past President of GAPPA, the Georgia Association of Physical Plant Administrators and a former member of the Sustainable Atlanta Advisory Board.
