Tom has served as consulting planner since 1985 and as president of HHF
Planners since 2002. His major areas of expertise include developing facility
and land use plans, coastal community resilience assessments, environmental
assessment/impact studies, bike/pedestrian transportation plans, and
preparing and managing major entitlement applications. He is leading the
firms engagement with the Insular ABCs Initiative funded by the US Office of
Insular Affairs, improving the condition of 115 public schools in the four US
territories and assisting the US Navy meet its renewable energy goals in the
Pacific AOR.

Tom directs HHF’s overall business activities and is one of four partners
managing a diverse set of planning projects throughout Hawaii and the
Pacific. Tom's ongoing project responsibilities include project management,
facilities and site planning for military installations, large-scale baseline
inventory assessments, and master planning and entitlement services for
several mixed use/residential development projects, environmental impact
studies and a range other land use studies. Recent and ongoing projects
include American Samoa Tsunami Resilience Study (recognized by APA and the Pacific Risk Management ‘Ohana for awards), preparation of a Master.Plan for Hawai‘i’s Island’s Pōhakuloa Training Area and a Long Range Development Plan for Leeward Community College on O‘ahu.
